The financier purchased a more modest island - the Little St James - originally in 1998, but subsequently obtained the larger adjacent island in 2016 for around $22.5 million.
These photos reveal he had created plans to build upon the substantial island by erecting homes, an amphitheatre, an submerged workspace and a reservoir.
Marked on the plan is a local waterway, a waterway in the US Virgin Islands, marked on the bottom right.
The architectural drawing is annotated in red pen markings and includes a notes section labelling distinct parts of the land.
Alongside the main plan are what seem to be an additional nine property layouts and construction drawings, including designs for marina coverings.
